A. DEFERRAL AND MANDATORY REVIEW
1. The purpose of this section is to outline UCSC policy and procedures concerning required documentation for:
a. those individuals listed on the CALL for Academic Personnel Actions who wish, and are eligible, to defer reviews of promotion or merit increase, and
b. for those individuals who must undergo mandatory review in accordance with APM 200-0.
a. The annual CALL shall include those tenured faculty members and equivalent ranks who are subject to mandatory review. A review shall be required at least every 6 years. This review may not be declined by the faculty member. Faculty at indefinite steps (Professor, Steps V, VI, VII, VIII, IX, and Professor Above-Scale plus equivalent ranks) will be included on the CALL for mandatory review to take place during their 6th year of service without review.
b. The review shall be conducted in accordance with established governance practices of the department. Although the mandatory review need not be a full academic review unless requested by the faculty member, the department chair may make the review as complete as is deemed appropriate.
c. The faculty member is required to submit an updated biobibliography, a self-statement, and may submit other evidence by the requisite deadline. If the faculty member does not submit the required materials, the department will conduct the review based on the material available. A faculty member who fails to submit materials by the appropriate deadline will be considered not to be in good standing, which may result in the denial of some privileges, such as sabbatical leave, Committee on Research or divisional research support.
d. Minimally, the department chair must meet with each faculty member for whom a review is required and must then report in writing to the dean that consultation between the department chair and faculty member took place; present a brief analysis of the meeting; and provide an assessment of the faculty member's performance in teaching, creative activity or research, and service.
e. The candidate must be provided with a copy of the report and a completed Checklist to Assure Fairness should accompany the materials submitted to the dean.
f. The dean may require a more complete review if deemed appropriate.
g. For faculty at indefinite steps (Professor, Steps V, VI, VII, VIII and Professor Above-Scale plus equivalent ranks) the file should document the faculty member's continuing excellence in teaching, creative activity or research and service. For all other faculty on the CALL for mandatory review, if the assessment does not support a recommendation for advancement, the file should indicate what measures, if any, are proposed to improve the faculty member's prospects for advancement, and how they have been transmitted to the faculty member.
h. The file will follow the requisite review process (if advancement has been requested or recommended. If no advancement has been requested or recommended, follow the process outlined above).
i. The dean may appoint a tenured faculty member to conduct a mandatory review of a faculty member serving as department chair.
j. Refer to 304.240 for guidelines for the review of deans.
a. The faculty member must submit an explanation for the request for deferral, indicating the time required for preparation for the review. The request must be accompanied by an updated biobibliography.
b. The department chair is delegated authority for deferrals. A copy of the request and approval is forwarded to the dean, CAP, and the Academic Personnel Office Office for information. If a deferral is not approved, a review must be conducted.
c. A deferral may also result from failure to meet the deadline established for submission of materials in an academic personnel review (see CAPM 400.220-2; see also the call). Such a deferral is automatic.
d. Deferral will be for the normal period at step, i.e., either two or three years. Two consecutive deferrals will be allowed for Associate Professors, Steps I - III, and equivalent ranks before mandatory review; one deferral will be allowed for all other tenured faculty and equivalent ranks before the mandatory review. Assistant Professors and equivalent ranks are not eligible for deferrals. Every faculty member shall be reviewed at least every 6 years.
